A suggestion that will allow players to modify gear they find that could be useful with a little work, these are just examples.

Tempering System/Metalworking system (this is just an example)

Introduce new crafting reagent, Demonic Steel that only drops off mini/end act bosses in inferno with 5NV stacks. Only a couple could drop total, it would be

A long grind essentially to level 5 in both categories.

5 levels of Tempering/Metalworking System. The cost to temper an item would require Demonic Essences, Brimstones, Tears, Demonic Steel, Gold.

    The rules:

Tempering a weapon causes it to go Bind on Account.
Metalworking an armor causes it to go Bind on Account.
You cannot add something that already exists on the item.
If Item spawns with 80 crit hit damage, you cannot add an additional crit hit damage roll, you can only reroll the roll in hopes to get a higher number.

    Here is a legendary item

The top right corner in this picture displays affixes in blue, 6/6.

This means in order for Haedrig to add something, you must remove an affix, lets remove the Intelligence roll.

The top right corner in the picture above would now show 5/6, the +107 int roll is gone, 1 affix can now be added. If Haedrig is Tempering Level 5, I can reroll the Intelligence roll to get a max of 150.

Or I can keep the 107 int and try my luck at rerolling the Minimum/Maximum Damage for a possible 320-380 roll.
Or I can try rerolling the lifesteal roll, to 3%.
Or I can simply change Int into either Vit, Str, Dex of a max of 150.
Sockets can only be added to an item that does not have a socket.
Tired of pulling mobs with Butchers Sickle? Remove the affix and replace it with something else.
There could also be rare drops that allow Haedrig to add special properties to a weapon, like freezing target, adding dots, fear on hit etc, butcher sickle grab, etc.

    Here is a white Item

We see a plain white item, in the upper right, we see 0/6, Haedrig can add up to 6 properties, the name changes into Tempered GalRaki(red item).

Because this spawns with 20% native IAS, white items would have to cost a lot more to temper than your rare/set/legendary item. You could build your own 6 prop custom white item. Perhaps these native properties on white items could be nerfed some but kept good enough to make building your own weapon worthwhile.

To attain Tempering level 1, Bring Haedrig, 100 Demonic Steel.

When Haedrig hits Tempering level 1.

He can now add the following to weapons, effect is doubled on 2handed weapons(not bows/Xbows).

Torchlight had something like this. I thought it was a great idea, you could roll new stats but every time it increased the chance of getting wiped.

Seems like a really cool idea and would fulfill a community request for more customization. I think items that are crafted this way should also be tagged with the player's name/BattleTag (especially since they'll end up Account Bound in this system), so you can show it off by name. It sounds like it would take a ton of work and grinding to make a really good item, but you would be super proud of the end result when you finally get something amazing. This also provides something to do with white items, which is great. They should either have a use or be removed.

Lastly, I think with every system, people are always designing improvements. There should also be detriments. Obviously you wouldn't want to add negative affixes to your weapons, but think of blacksmithing/crafting in real life - things can go wrong. There should maybe be a small chance of the item breaking from being modified too many times. That way, someone who keeps tinkering because they want the perfect stats ends up removing a really good item from the economy. It was removed since it was account bound anyway, but now that person will maybe have to find a new base item or Legendary or what have you to start the process over again.
