Where'd you get the idea that only lightning sorcs could solo Baal? He has 50% resistances across the board. As for the Chaos Sanctuary, the storm casters that populate it are immune to lightning (easily broken with Infinity, if that's being used), but they're probably the weakest monsters in whole area.

In terms of single tree damage specialists, a Cold Sorceress may actually have the easiest time of it in the Chaos Sanctuary. Although Oblivion Knights are always Immune to Cold, they are rarely dangerous in themselves and the only one you have to kill is Lord de Seis; they can never become Immune to Physical, and no random Unique can be both Immune to Physical and Immune to Cold, so a well-armed mercenary supported with Telekinesis and Static Field should make short work of any monster the Sorceress cannot kill herself.

A Fire Sorceress cannot run the Chaos Sanctuary as efficiently because she cannot remove Doom Knight fire immunity (110%) without an Infinity polearm's Level 12 Conviction Aura When Equipped, and she cannot remove that of Venom Lords (130%) at all. Your mercenary will have to kill the Infector of Souls, which is a tall order when you're not able to make life any easier for him by killing his minions (there are 11 of them), and there's a chance the Infector of Souls becomes Immune to Physical (100%) when Stone Skin (17/110 or ~15.5% chance).

Storm Casters are Immune to Lightning (100%), but this is easily removed with an Infinity polearm, or even any Lower Resist charges (it also helps that a Crescent Moon Rune Word is a reasonably accessible way of getting -35% Enemy Lightning Resistance to apply once the immunity is removed). Neither Lord De Seis nor the Infector of Souls can be both Immune to Physical and Immune to Lightning, while there is only 1/110 or ~0.9% chance that the Grand Vizier of Chaos will be Lightning Enchanted Stone Skin, making him always Immune to Lightning (175%) and Immune to Physical (100%) (although the latter can be removed with either Decrepify or Amplify Damage).

As far as Baal and the Throne of Destruction are concerned, both pure Cold Sorceresses and pure Fire Sorceresses can have issues clearing the throne room to allow Super Unique spawning, because there can be monsters that are always going to be Immune to Fire or Immune to Cold; further, the 10 Death Mages accompanying Achmel the Cursed and his minions are always Immune to Cold (160%), while the fire immunity of Lister the Tormentor and his minions (120%) cannot be removed with an Infinity polearm alone (although combining it with any Lower Resist charges will).

The only normal or minion monsters that are Immune to Lightning are Burning Souls, and this is never more than 100% (even when Lightning Enchanted) so it can be easily removed. Further, no random Unique monster can be both Immune to Lightning and Immune to Physical (although Burning Souls have Damage Resist 90%), so any that a Lightning Sorceress cannot kill can once again be handled by a well-armed Desert mercenary.

None of them are immune to both. Maybe you were only referring to single-tree sorcs, which is a very limited subset of all possible sorc builds. In that case, yeah, either pure fire or pure cold would be a lot slower and would need an immune-killer, as Onderduiker covered. Anything that isn't single-tree can handle either the Throne of Destruction or the Chaos Sanctuary pretty reliably. For example, some people use Blizzard with Fire Ball as a backup skill or Meteor with Frozen Orb as a backup skill. Monsters that are immune to both elements are unlikely to spawn, could probably have one immunity broken by either Infinity or a LR item, and could be dealt with by clearing everything around them and using a merc and Telekinesis. There are a lot of other sorc builds that aren't pure lightning, but those are probably the two most popular that don't use lightning damage at all (other than from Static Field).
