I don't know what you think about these concepts. Being able to use another class skill at times can bring great flavor to a character. But it can also be overabused making the real characters lose their edge (auras for all, teleport for all battle orders for all)
Crossclass skills enhances solo play but kills team play in many ways. If they can be used to freely.
In classic there was charged items, which weren't used much due to high repair costs and weak skills. In 1.10 there was suddenly "highrunewords" which gave unlimited use of extremely powerful skills.
In my opinion neither of the way was optimal. My suggestion would be that oskills should be removed and charged items be boosted. With boosting charged items I mean things like improving the spell charges to make them useful at the level they are found and make them regenerate charges slowly to encourage people to use them.
For example, would the Teleport from Enigma be as "gamebreaking" as many consider it if it would be limted to "5 Charges of Teleport, replenishes 1 charge in 30 seconds" or something along those lines?
Powerful elemental skill charges could be a nice addition to a soloing character that runs into a pack of immunes, but due to a limited amount of charges it would not make the barbarian another mage clone.
Another cool thing would be if some skills would be such that they were "charged item only" for players. Then no character would feel that their niche was taken by charged items.

Please do away charged skills that add something useless like Level 2 Frost Nova. Make it so the skills actually impact gameplay.

This is something I really like. It also allows the Blizz team to go nuts with spells and not think about whether they fit a character or not.

I'd rather they ditch the idea of one class using skills from another class altogether.
But if they are going to implement it anyway, then jakotaco's idea is one good way to do it, i just hope they don't do it like in D2, it almost made the whole classes idea obsolete cause you can simply use & spam many of the best skills the other classes had.
Yet what are we going to do with those builds from DII that are good because they can use those skill and therefore alone.
I'm thinking about enchantresses - yes again, I know - that are viable due to both zeal from items and 'fire exploding arrows' from items. Take those away and the enchantress seems dead to me.
Or what about the ghost. That's an assassin who uses whirlwind as their physical attack. Would it work as good with Dragon Claw?
what about bowazon that only have their place with the top character because faith offers fanaticism. Take fanaticism away and bowazon can't keep up with the other characters.
What about bearbarians and the other bearbuilds. Most are useless though bearbarians and bearsorcerers using dream?
What about low level physical characters that use peace because it offers huge damage increase with the +2 to critical strike.
There are good things about oskills and charges. And once again, some don't even want them to try and get things right.

IMO there is nothing good about having powerful skills that can be used by any class, they make the class specific skills less useful and blur all the differences between the classes, which i'm sure is something Blizz doesn't want after working so hard to make the classes varied and different.
