Well the thing is SC is client-client. If they managed the recording server side then that'd be a fair bit of extra load, given that they'd have to be constantly recording every action of every monster/player in HC, as they can't just decide to go back and record the last little bit. If the recording were done client side they may have to send information to the client that the client has no business knowing, which opens up various hack possibilities.
Not to say it'd be impossible to do it like SC as I haven't given it much thought, but if it were that easy I imagine we'd see recordings in a lot of games without the need for fraps or similar. For instance, I bet we'd see options to save arena replays from WoW.
Also if recordings as in SC/WC3 were possible, there'd be no reason to keep it HC only or just 10 seconds before death, you could record your character's entire life without too much stress on them.
And just straight recording is far too much load either for their servers or our machines (with some exceptions of course, but those guys can just run fraps if they want... I know I'll be trying to ^^).
That said, I love the idea, just not sure it's feasible.
