k so telekenesis makes each hit take less mana and it will only do this up to lvl 20 but is it based only on points you put into it or would + skills getting it to lvl 20 make energy shield take less mana too?
Go check the sorc forum sticky out for info about ES. Cold mastery has no cap, lvl 47 is crap, though it's true that that's about the higest achievable with legit equipment.
