The belt itself is good, but should have 24fhr to be tradeable. Other mods are just fantastic, though.

fhr/fcr/ias isnt anything you just max for "profit"! The best builds aim for an exact amount of it, and if 17fhr is enough for a build. This belt will be almost as valueable as if it had 24fhr.
