Blackthorne's pants, LoH and spectral blade

Maybe the thread title gave it away, but does Life on Hit on a non-weapon item work for wizards using spectral blades (weapon damage skill)?

I'd like to add LoH beyond spectral/healing.

I run Spectral Blades(with Deep Cuts ) on my Wizard with Blackthorne's pants and Life on hit seems to work for me , I think I read somewhere that the bleeding damage from the Deep Cuts rune can proc life on hit as well .

Yea, LoH works for almost every skill in the game. It doesn't matter what item slot it comes from at all, it always applies as long as the skill has a proc coefficient. And it does work for spectral blades for sure.
