I have 24% movement speed from Inna's and my boots, 1% below the gear cap.
There's a few skill options to increase above that.
When I choose Fleet Footed as a passive, I see my speed increase to 34%. But if i remove that, and choose MoE Wind Through The Reeds (AND activate my aura) my speed only increases to 25%.
Why would one skill be controlled by the cap, and not the other?

They were all controlled by the cap in the beginning, but fleet footed got changed because they noticed than no one would use it. Ever. They should ofc change the others the same way, anything else is just stupid, but we'll see what happens in future patches.
Tempest Rush with Tailwind is NOT capped, so with that one you can reach 160% constant movement speed as a monk. Then you can wave bye-bye to all sprint barbsSame goes with Dashing Strike and the movement speed rune, whatever the name of that one is, for even more speed.

It's nice to be able to try things like Fleet Footed and Tempest Rush, instead of having to use every available skill slot for defence, pre-1.05.

How do you hit 160%? Does that depend on a Fleeting Shrine or...?
I was confusing 160% with +160%. My bad.
