Question on stormshield block %

I've done a search and cannot find an answer to this , so thought I would ask here .

I just got myself a stormshield , it's 33% chance to block , it also has the usual + 9% . My question is , is the 9% already added in so the shield is really 24% or is the 9% always a bonus .

Thanks a lot , I know looking at your stats when equipping items can sometimes show the wrong numbers , just thought I would double check .
