Movement speed and monster power questions

ok , Maybe this is a dumb question , but how do i set the monster power in a game?
I already have the box checked in the options menu but i'm not sure how to start it in my game.
And secondly, is there a cap on movement speed? if i have 24 percent and want to go higher where is the stopping point where it makes no more sense to get more?
thanks in advance for any answers out there!

Go to changing the quest. To the right of when you select Norm, NM, Hell, etc, it'll be right there.

IDK if there is an upper cap on movement speed except items / skill capacity. My Monk runs 22% from passives / items, and a fleeting shrine still boosts me quite a bit.

It won't show up there until you enable it in options, under gameplay.

There is a cap of 25% movement speed from items. Skills can push you past this, but adding more movement speed items cannot.
