Question about upgrading items.

Hi,

Now, I know it is possible to upgrade rare weapons in the cube from their normal version to their exceptional and elite version.

But, is it possible to upgrade normal weapons? I recently found a eth double axe with 15 ed, so would be neat if I could upgrade it to a ettin axe.
