I wanna be a better tank in Inferno Act3.
How may I improve my wizard?
That's not a very specific question, so I'll give some generic answers:
1) swap wicked wind for storm chaser, it is simply better at procing, so you can spam more frost novas and more diamond skins
2) swap astral presence for evocation, that will tighten your cooldowns up so you can spam more frost novas and more diamond skins
3) get more resist all
4) get more ap-on-crit, so you can afford to keep spamming those abilities. It may seem counter-intuitive, but a source rather than a shield can actually be better for tanking, if it gets you the ap-on-crit you need to be truly spamming.

I agree with (1) and (3). I tried with them and it turned out great.
(2) - The cooldown is already little. 15% reduced cooldown doesnt sound very beneficial to me.
(4) - I haven't tried with a good magic source yet and I'm quite doubtful with losing the armor & all-resis if I change from shield to source. I will stick with my shield until I get myself a good magic source to try.
15% shorter cooldowns means roughly 17.6% more explosive blasts, 17.6% more diamond skins, and some amount more frost novas (can be limited by swing timer, so probably not 17.6%, but more). By contrast, once you have enough AP-on-crit, astral presence will basically be doing nothing for you.
There are of course other choices than evocation. Evocation is the most defensive choice, but cold blooded is a good choice too, essentially increasing your damage output by 20%, as basically everything you're attacking will be perma-frozen.
Of course you'll want to find a good one, but for a marginal amount of gold you should be able to get something useable. It looks like a substantial amount of your resists are coming from your shield at the moment, so you may want to up your resist on other slots before making the switch, but it will be a big benefit to your damage, and to your ability to spam (via ap-on-crit).(4) - I haven't tried with a good magic source yet and I'm quite doubtful with losing the armor & all-resis if I change from shield to source. A quick check of the AH reveals this for 300k:
If 300k is too rich for you, you can easily trade down the damage roll (but keep the crit and ap-on-crit rolls) and get something for 100k or whatever your price range is. Even without ap-on-crit on your wand, the combination of 9 from the source and 10 from your hat should be enough to make astral presence obsolete.
