PR people would generally write things like patch notes and probably don't concern themselves too much with things like game balance decisions. :| There's no telling what goes on internally to cause issues like this though. I can't imagine someone consciously deciding to make ToC do 500% weapon damage per second (current value).
It's pretty funny (not really) that every time they fix something that was clearly not a bug, they say it's a bug. Like urns and destructibles dropping gold and items, nether tentacles being able to hit multiple times, now trail of cinders... We're supposed to believe that no one read the patch notes and it shipped like that? They should just admit that the game is just a huge beta already and that anything can get nerfed anytime, I know that and I'm still playing, but am tired of being taken for a gullible fool.
From the news post, it sounds like whoever wrote the patch notes took it from the tooltips, which in turn takes it from the values in-game. So it sounds like it was indeed a bug, and it's just that no one who knows very much about how the game was supposed to work read the patch notes before the patch went out.
Which... isn't actually that good, either. :-)

Wow... 300%... It's useless then. GG Blizz, fun = bug as always. I mean even 700% I would be ok with, but not 300%... Well, time to start buying gear for a pew pew build then. And hurry through Act IV while there's still time to kill Big D with the mad op Cinders.
Well, they're also creating commissions for other companies. My b-day's coming up soon, and I'm thinking of switching over to another game after this nerf comes to pass. I'll enjoy it while it lasts, and I'll probably still play every now and then, but not nearly as often as before.
Oh . . . the best part is that TOC used to do 300% damage before 1.0.4. . . . so how could it possibly have been a "bug" to change the damage to 1500%?
To be honest, though, 1500% is close to the barb earthquake which is 2000% over 8s, and has a 2 minute cooldown (although the affected area is much bigger). I'd say it should be reduced, but not by 5 times, maybe only 2 or 3. With 300%/3s, it's pretty much useless as the time you spend vaulting and repositioning yourself, you could fire off a couple shots to do more damage.
Made a ww sprint Barb just to have a comparison... My gear is total crap and I destroy Act I with it, with a slow two-handed weapon. Come talk to me about op after you nerf that to the ground and through the Earth to China. I won't be playing the Barb though, as I figured out recently what gives me such a headache (literally) playing the game for more than 2 hours: it's watching all those goddamn short cooldowns! 15 seconds on Whatever-Mandatory-Ability-It-Was that every Barb needs, and then Warcry is just a huge tax on the brain imo. The DH is the only class who doesn't have to worry about such things. Well, maybe the WD, but the whole concept is lame and I hate pets, so I refuse to touch him with a 20-foot cursed Totem pole lol.
I also bought Dex+Crit gear for my DH in ancitipation of the nerf... But with the huge hitbox in this game and the laggy button response, I died way more than I'm comfortable with. Good survival gear for pew-pew builds, otoh, costs a fortune. And the RMAH requires a credit card, so I can't even succumb to Bobby's evil plans. I'm beginning to believe the conspiracy theories... Nerf the less-gear-dependent builds and force players to use the RMAH to progress. I'm positive after a while they'll nerf the tornado barb and everyone will have to buy new gear for their new builds... GG Blizz, I guess I'll wait 'til I'm eligible for a credit card, then buy my way to happiness. Or just shelve the game totally and do something more productive with my time.
Sorry for the rant, I just can't stand they're going to destroy the only build I've had actual fun with.
There is plenty of good gear on the GAH, I don't buy the RMAH conspiracy theories.
