Only reduces walk/run speed by 30% or reduces walk/run and attack speed by 30%?

hey, been wondering the same, im using it at the moment, and it seems quite powerful to me, so i figure its all their movements incl. attacks. Been trying the dodge and owerawe etc too.
Any have facts on this?

iam pretty certain that it only affects movement speed and not attackspeed.
