Why is Spirit Per Second Useful in PvP?
The primary tactic that will be used in PvP in any Action RPG is movement and kiting. Monks will get kited against virtually all classes(except maybe Barbs) and we'll want to kite ourselves in order to recharge cooldowns, etc.
Therefore without passive spirit regen we could very easily run into situations where we spend our initial spirit and then become essentially useless as we wait for spirit pools to recharge. What spirit per second allows us to do is not only use more spirit expending abilities, but also ensure that we can go into the fight with our maximum capabilities.

Since we don't know exactly how they'll rebalance stats/skills(Blizz has stated that they will balance the game differently for PvP and PvE) for PvP we can only speculate at this point, but here's one variation of a build you could do in PvP. The key is to try to combine as many skills that let you close in with the enemy when they try to kite you and then skills that will either make you invulnerable to damage or interrupt enemies.
Healthy Tip
No matter how tired/unmotivated you feel, just get up and do SOMETHING active during the time that you've set aside for that. You will always feel better at the end. I promise.
My top Monk PVP predictions:
1) 90% of the time monks will get kited.
2) Thunderclap is the best auto attack.
3) Lightning resist stacking will be good against monks because they are all using Thunderclap.
4) Conviction with the decreased enemy movement speed rune is the best mantra.
5) Fleet footed is the best passive.
6) Cold damage weapons are worth using for the slowing effect, even if it means losing 200 weapon damage.
7) Life regen stacking works as psychological warfare against kiting.
8) Sweeping wind is completely useless.
9) LOH and life steal are only useful when going toe to toe with another monk or a wrath barbarian.
10) Shields are mandatory.
I love to use Spirit regen items. Why? It gives easier Spirit management and allow me to kite/heal monk more often without taking damage.
Facts (patch 1.03):
Skills that can increase Spirit regeneration:
Mantra of Healing (Soothing Breeze): 3
Sweeping Wind (Inner Storm - at max. stack): 6
Chant of Resonance (Passive Skill): 2
BTW, Guardian's Path with 2h daibo will not increase Spirit regeneration. Tested.
All of them are crap skills, so Monk has to use Spirit regeneration items.
IMHO optional items with perfect stats are:
2x rare claws with 2.5 Spi/s
rare Spirit Stone 2.5 Spi/s (best I saw was 2.33)
legendary ring Stone of Jordan 2.17 Spi/s
legendary amulet Holy Beacon 2.0 Spi/s or legendary amulet Xephirian Amulet 2.17 Spi/s (Holy Beacon probably has better stats for PvP)
legendary belt Hellcat Waistguard 2.17 Spi/s (to fully use synergy from that item player has to stack Fire resist)
That set of items gives Monk 14.01 Spi/s. = rounded to 14.
There are low lvl legendary gloves Frostburn, but this item gives only 1.5 Spi/s. Not worth IMHO.
FYI:
11.51 Spi = rounded to 12 Spi/s, 11.49 = rounded to 11 Spi/s
Another build:
PvP player can try to use daibo with 2.5 Spi/s
Pros? Higher wpn dmg.
Cons? Less stats.
An option is to find/buy Spirit Stone with reduced by 1-5 Spirit cost of Lashing Tail kick (for example Hand of Ytar). Other option is to find/buy rare Spirit Stone with reduced by 5 Spirit cost of Cyclone Strike.
Last one:
Try to use 1 claw (2.5 Spi/s) with shield. CCed monk can block. Yup.
0) OP is absolutely correct: spirit regeneration is vital.
1) Probably only by demon hunters.
2) Nope. It might be viable, but probably not.
3) Wrong, but a logical conclusion given your #2.
4) Yes.
5) No, but a close second.
6) If your primary attack is Thunderclap, and cold damage doesn't work with Thunderclap, wouldn't that be an erroneous conclusion? But fortunately, you're right on this one anyway.

10) Nope, although I'm not underestimating them.
And now a prediction of my own: Diabos. They will be used.
the only skill which allows you to get a profit out of daibos are SSS. but at its core SSS is so horrible that it really is not much of a profit. even if you ignore that daibos are a netloss for pretty much every other skill out there.
i mean the fact alone that 1 h weapons have exactly the same affixes as 2h makes the concept 2h a joke.
but generally speaking all spirit drains for monks are a joke which is why i do not think that spirit regen will be an "above everything else" goal.
the only useful spirit drains for the skills in its current form will be Lashing tail kick ( especially hand of ytar )
and dashing strike.
maybe even Exploding palm ; i heard that Dot mechanics effectively ignore armor mitigation but idk. either way generally i dont care much for pvp ; pvp wont bring me back to the game; maybe balance changes will bring me back. but i don't have much faith in the current design team...

Could you please point me to where blizzard said they will be balancing things in PvP.
As far as I know the plan was to not change anything to cater to PvP.
I even remember sitting at a panel at the latest blitz on where Jay Wilson stated nothing will be balanced around PvP.
Hmmm... I seem to remember reading a lot prior to the launch about how they're going to re-balance stats/skills for PvP, but now googling it seems like it's the opposite. Or not re balance the whole game, but that PvP will be balanced separately from PvE, that's what I remember reading. I guess saying balancing the game for PvP is confusing. What I remember reading is that they were going to essentially make PvP and PvE different games, the skills/mechanics would work different so that both could stay balanced and changes to one wouldn't effect the other.
I dunno lol, oh well we'll see what happens.

Anyways, having them rebalance everything seperately seems like a huge task...dunno if I can see them doing that. I understand what you mean by having PvE be balanced one way and PvP being balanced a different way. I could see a lot of people liking this and a lot of people hating this.
But like you said...we'll see!!
In the mean time I'll be gearing up while gear is cheap based on what I think PvP will be like!!
spirit regen/life regen/lpss/movespeed.
I really hope they will buff Shenlong's Defense for that matter...
