This is the way things work:
1.40 damage followed by a bunch of punches at 0.20 damage and the final punch is back at 1.40 damage.
The 2nd stage is the one that gets boosted by the rune Hands of Lightning
so if your weapon damage is something easy like 1k
1.4k + 0.2*1k*7+1.4k = 1400 + 1400 + 1400.

So the rune gives you a bonus of 600 damage here or weapon damage * 0.2 * 3 bonus.

This was interesting, although it seemed like this was how it was intuitively.
What about the LoH ratio? I'm assuming the second hit has 1/7 of the others.
Also, is numtargets = 3 a code for aoe targetting?
I've tested, and the second stage is indeed considered as 'one-hit' for all on-hit effects, which is a damn shame - I was hoping to do a hundred-fists build with a bunch of on-hit gear.
There's an exception to this (I'm not 100% sure), but from observation, one interesting thing I noticed was that each hit of the second stage does 'life-on-hit', although 1/7 of the normal value. Where this gets interesting though is that when you crit your LOH crits too.
