LOH doesn't work so well with jailer or frozen or anywhere you have to kite a lot.
Try some life regen. Even better is spirit regen gets you both more healing, and recharges your spirit while you are frozen so can hit your spenders.

Skill set makes a difference too. Resolve and Crippliing Wave both last while you are frozen meaning often you don't need to hit Serenity, just sit and wait while they pound you (and I only have about 500 resists), when you unfreeze you have some spirit to heal with.
