As someone who ran though, you do dance around a little bit right before a race. it helps with the nerves. I imagine it's even more important when the race is so short that you have to use blocks. (I ran long distance). So she's not acting dumb or flirty, she's just trying to keep her mind right.

I'm always impressed with the olympics. Having trying several of the track and field sports, and failing miserably at anything not simply running, i can admire their talent.
