Hello I'm playing on Americas server from New Zealand, gear is as per attached thumbnail,
I have just downed Azmodan and Iskatu (playing solo since day one and want to stay that way), I'm having trouble with normal and elite packs in act 4, there are more large mob packs in a4 than in a3, and I parked most elites in acts 2-3.
Max life is 49k, all figures shown are buffed, build is: http://us.battle.net/d3/en/calculator/barbarian#WPXVkR!beV!aZaccb
I know the following really should change, Shield (more block) Pants(rare with similar stats Plus strength or sockets) Shoulders (need more life)
and potential changes,
Boots more resist
Ring 2 some resists
belt life/life steal
Helm could replace with a cheap helm of command for block%
weapon, could get a backup +800-900 life on hit weapon for elites/ large mob packs
the two things I think I need to focus on are getting to 1k all res and over 25% block while maintaining the amount of Life I have, DPS not a concern, I change spec for bosses and I can get to 20kdps if I need to I have yet to met a boss enrage I couldn't beat
I have 1.6 mill to make changes with, the kind of suggestions I'm looking for is... change x item sacrifice around x amount of x stat and gain x amount of x stat should cost no more than x amount.

You nailed a lot of it on the head. You need a higher block sheild if you plan on going that route I currently am running dual weild and not double tornado and loving it. Find a piece of gear that you feel is the lowest and upgrade that. Currently shoulders are going for pretty cheap because of crafters and pants/chests are the most expensive but with your current gear you can probably get away with a couple million and upgrade most if not all of it.
I don't know how much DPS you are doing currently, but I managed to do Act 4 with 38k hp, so maybe drop some HP for DPS? I find it a lot more manageable to go EQ instead of Ignore pain, as it just help you burst down everything.
I highly recommend changing your passive to relentless + weapon master + which ever (Tough as Nail, Steel Nerve) that gives you the highest armor rating.
I don't know how much armor you got, but seeing the stat of your items, I would say... 8000 buffed? If so, look into increasing your armor, it would give you better damage reduction compare to AR at the moment (which is enough for ACT 4), my personal rule is trying to go 1:10 for AR: Armor.
I think DPS is the most important stat for progression, unless you plan on spending more money(relatively) for surviabilities, I managed to finished ACT 4 with 800 AR 1000 Physical/Fire (don't want to pay too much to upgrade) 38k hp, 9200 armor, 300 LoH, 23k dps, 24% block
Good luck!! You might want to look into a Helm of Command to replace that helm, my has no AR on it, just 113vit/80str/100 intel which cost me 200k.
I would say, get a helm of command, 20% shield with decent stat, up DPS a bit. You can afford to sacrifice some AR/HP imo.
so I went ahead and purchased a helm of command and found a nice cheap 28% block 10% life shield (to be replaced once I have more HP on other gear) I'm still finding I want more all res in most situations, whats the next best item to upgrade? got about 900k left, could farm to a mill in short order if I must
I finished act3 at 43k life. Then I went and bought some 500k pants with a ton of vit and changed my helm and the gem in that helm and that got me another 10-12k. Seems you already have high vit chest and pants though.
Try getting a Helm of Command with high Vit and a socket, then put the best amethyst you can in it.
