Not sure about whether it's locked to any difficulty, but Raki's Blade isn't a guaranteed drop. I've found that spot maybe a half dozen times and nabbed the blade only once (though... it looks as though it DID come from Normal). Isn't finding a random event that will randomly drop a desired item fun?
Speaking of, I hope everyone here has already done all the hunting for the items that allow you access to the secret area. Once that game creation limit gets put back in, it's gonna be pretty difficult to snag all those with any relative ease... it'll surely screw up my attempts to get that Wheel of Misfortune achievement, too...
They've not told anyone how invasive the creation limit is going to be or how long they will need to leave it in place. The Bliz forums are using it as this weeks "Chicken Little" motivator, but there's no good reason behind any of the complaints.
