I'm using this build to farm act 1 and progress act 2 right now:

It's quite high on dodge (68,2% when dashing strike and MOE has the extra add), but I don't feel that I had to give up anything useful to have high dodge rate. Well maybe lpss from trancendence, but act 1 is still easy, and 2 is doable.
I'll report back when I'm there (currently lvl 49) and I can use the full build as described above.
I have limited play time (ya know kids + wife and it's summer so lots of time on the deck + pool).
But I like that these kind of builds are possible and I'm eager to see what they do when they balance the skills for the ones that are less used. Perhaps this will just get better!
When 1.03 came out I was finishing hell, and I had to loose the shield to maintain some attack speed. For me 1.5 aps is so boring, and finally I managed to get it up to 2.0 which has a certain rhytm I like. I sacrificed crit chance/damage (9/94) to get attack speed, dex, vit and LOH. With my current stats the build seems optimal, and is sure fun.
Is there any cooldown on backlash? It seemed like it doesn't proc every time I dodge, but maybe it just doesn't display the animation.
According to people it procs around 75% of the time.
I've finally reached lvl 60 in Act 4 Hell yesterday and didn't know that NV had a 30 min timer (refreshed when you get another stack)
I changed my build to use Crippling Wave instead of Exploding Palm, rest is unchanged and the thing procs quite often. When I'm surrounded and I get dodged! messags overhead I can see the fire proc quite often.
I hope they boost some of this in the skill balance so it's even better but overall I'm doing fine so far with reasonable gear I found (found a 515 DPS weapon in Act 3 Hell just before Azmodan)
