Those stats aren't too bad really. You'll have to go with Poison Dart (or another Primary like Leaping Spiders, but I would stick with Poison Dart personally) with CC abilities. A better build is Dire Bats with VQ, but you need mana regen to do that which you may not have.
In terms of what gear to get, you should try to get crit / int gear primarily. It's much cheaper than crit on top of IAS and is more effective with Dire Bats. If you want to stick with Poison Dart for some reason you would get int/crit/ias.
You could also go with more defensive gear (+all resists) and try to use Zombie Bears, but that'll cost you the most gold overall probably which makes it a worse idea in my opinion.
You likely have to just farm A1 with stats like that.
If you're going to run Dire Bats you need mana regen (at least if you're using a 1H, which you should). You need like 30-50 mana regen depending on if you're using Pierce the Veil. You can use longer cooldowns if you want, like Fetish Ambush or Big Bad Voodoo, etc. You need like 20+ crit chance and 150+ crit damage to start I guess, but really you want more. Don't worry about attack speed, it'll cost you more money and isn't great with Dire Bats because of the mana cost.
You have to press a lot of buttons with this build, but if you want to be lazier, you're going to get a build that's less effective.
A Poison Dart build is easier, but not as good and costs more gold because you have to get IAS along with crit to make it good down the line. I say easier because you don't have to worry about keeping VQ up. There's no reason to use a Dart build for very long. At this point I don't think it's as good as Dire Bats even if you're able to get IAS. It's just to use until you have enough money to get mana regen. Run speed is also important because this build is based around kiting.
