I have assumed that DoT damage was based on the raw dps total of a character but found this:
Yep. From battle.net:

Just did a dirty quick test:
unequipped weapon and rings:
2040 dps
1 attacks/sec
24 dot ticks @ 405 damage/tic
equipped +14% ias rings:
2611 dps
1.28 attacks/sec
24 dot ticks @ 405 damage/tic
IAS doesn't improve you dots at all, it just inflates your dps number.
edit: if the application of haunt crits, then all tic's crit, else nothing crits
Kind of a shame for those of us with 1H + mojo that use DoT. Does anyone know if this changed with 1.0.3 and if Locusts work the same as Haunt? It would seem that since Locusts automatically multi-DoTs it would put 1H setups at a disadvantage if it doesn't use the character dps total.
This is definitely true for locust swarm/haunt, so I have been using slow 2-handers to make the most of them. I have an attack speed of 0.98.
I have heard contradictory things about DoT spells with cooldowns though (e.g. Grasp of the Dead).
