I'm using whirlwind barb, but not perma wotb/tornado, just classic version, that builds fury via bash.
Most of fury spenders scale with gear, once you get enough power (stats), they outperform the cheap builds (all defensive passives, frenzy/revenge).
Seismic slam build is also one of the better. Assistance of battle rage into the fray is always nice, helps with generation, but it is a support, not permanent full fury (like it happens with tornados).
