A question about possible IAS on some gloves

So, we all know about the nerf to IAS as it was essentially cut in half. But, last night while running around act1 I found ilvl62 rare gloves with 9%IAS. Now it had 6 mods( maybe 5) on it, but I thought the cap was 7%? Is this unusual?

It's unusual due to how rare a "high roll" like that is, but I don't think it will be unheard of.
I believe the non-Quiver cap is 10 or 12.
I can't log on to D3 from this workstation to check the AH and see what's posted in that range, but I suspect that's where the range goes.

Oh, see I did not know that there would be levels of IAS on things! I knew that the lower level of things were possible, but I truly did not know that.

Some other stats that I remember were
178 Dex
16 MF
40 Lit Resist
40 Vit
And something else I cant remember... Thanks for looking at that for me. I am at work and cannot look either.

You got the max 9%. Weapon 11%, Quiver 15%

Meh, i wish you could get 10% just for a nice round number
