for windy druids, I think. I haven't looked closely at the skill, but my guess would be that it gains a lot of ooomph with the extra skill points. I can't remember if it has synergies.
Yes, for windy druids...Tornado is their main damage spell, and has a ton of synergies, so +skills in tornado really ups the damage. A perfect such hat would also have +Hurricane and another good staffmod...+Grizzly would get my vote.

Also, + to direwolf is actually better than + grizzly as +direwolf gives more hp to grizzly bear (better tank ), +grizzly only gives dmg ( which isn't important in windy build ). And yes druid summon synergies work with +skills and not necessarily hard points.
Only hard points act as synergies. Are you 100% sure with the druid summon synergies?
However, a PvP windy with those wolves as meat shields and bonuses is much better than having +grizzly for a bear tank in PvM (PvM is easy enough for a Windy anyway.)
Depends on the skill. Necromancer raise skeleton gets bonus from skeleton mastery, but they don't have to be hard points ( +skills work fine ). Same with sorc masteries. And druid summoning skills. And a few others ( don't remember ).
I'd also mention that if you are into the trading scene, that hat would fetch a good price. If you don't have a wind druid, for example, and want some other item.
I was actually planning on making a windy druid when I found a +2 elemental skill 30 MF amulet with my necro.... now I have even more of an excuse!
Druid summons act as masteries to each other, not mere synergies. So +skills work on the life bonus from dire wolf (and + damage from grizzly, etc).
How do I check if it can get 3 sockets? Is it ilvl dependent? Last question (only somewhat related): What happens when I try to cube socket a plain white item? Do staff mods (and inherent bonuses, like + res on pally shields) get rerolled?
