hyho!
I´m currently trying to siegebreake in inferno a3 after tyrael nerf...
my stats are as followed:
HP: 37k
DPS: 33k(unbuffed) // 42k (/w enchant weapon)
All Res: 366-426
Armor: 3299 // 5682 (/w energy armor)
my template is:
http://us.battle.net/d3/en/calculator/wizard#blQSRO!YdW!bZZZbY
typically I run into packs, cast hydra+blizzard, move away (or blink when I was hit) and starting to spam "Shock Pulse" which was really awesome in conjunction with "IAS" (got about 3.5 attacks per sec).
so far.. Blizzard has announced, that "IAS" will be nerfed in the upcoming patch... now i got to the point, where i can hardly imagine, how to increase my damage in a appropriat way..
what does that change mean for sorcs?
may I entirely disclaim IAS from now on? which offensive stats instead?
//edit: I am currently playing with fast onehand (1,82 attacks per sec) + offhand

Details are not yet available on the exact nature of the nerf. They're talking about either some type of diminishing returns, or re-balancing the amount of IAS on items.
Assuming the do it right, IAS should still be a good stat on your yellows, when combined with lots of int, or crit damage, or crit chance, but will no longer be the "must have on all possible slots" god stat. You probably won't need to re-gear unless you're using blue IAS stuff in place of balanced items.
big thanks @ magicrectangle
so I assume to stick forward to items which have "ias" on it, if they offer other reliable stats such as "critdmg", "critchance" and mass INT, in order to improve my damage in an appropriate way without losing to much survivalbilty by decrease in vit, armor or all res, which would remake me a "one hit" in a3 -again. xD
IAS only gives good return for wizards that sig a lot anyway. Making it sub-optimal stat for us to begin with. You need support skills / abilities to improve the sig:
dynamo makes each sig add 14% to your next nuke.
AP on crit returns AP for spellcasts (most of the AP return will come from sig though)
prodigy, same (but I dislike prodigy strongly)
CC passives (paralysis is bleh)
You can also go the route of making your ap dump more efficient, like tap the source or snowbound.... But "burstiness" is really important for kiting,so I don't like AP reduction runes.
Blizz hydra is the notable exception, where +IAS actually translates into a proportional DPS gain, because you don't actually have to cast additional spells to get additional damage. But in about every single other case, the way crit and crit dmg scale against each other make them far more attractive as DPS stats. Just choose the weapon speed you need to be capable of actually using your AP regen while maintaining a good kiting pattern. Too slow = cap ap or die, too fast = dump AP too quickly with nothing left to cast but sig (back into the realm of improving your sig....)
So, if you want to run 3.5 AS in most builds you will need to invest in abilities/stats to improve your sig. Otherwise focus more on int/crit/crit dmg. In infinite-ap land (blizzard-hydra) crit/critD approach %haste in value but fall short by just a tiny bit (at 50%/400%), and pass up int by quite a lot (per affix). In limited-ap land (arcane kiting for example) crit/critD far surpass %haste even at lower levels. Even if your char screen says otherwise.
