Try Lenymo as belt if you have resists from elsewhere.
I farmed NM meph until I got:
Occulus (in fact I got 3 of them before I moved to hell, maybe I am ridiculously lucky)
Skin of Viper
Lidless Wall
Magefist/Frostburn
Waterwalk
For my MF gear, I used:
Tarn helm (no sockets, I didn't want to waste my socket quest)
4x P Topaz armor
Chance Guards
Surviving > Killing > MF. Dump all that MF gear while you play in Hell and only use them for NM Meph/Andy. This is a very key point for new sorcs as most new MF sorc's reflex is to put on as much MF as possible and hope for the best.
Definitely make a Spirit shield as it's end-game material. If you feel resists is being a big pain in the backside, look for a Wizardspike to replace the Spirit sword. Also, a low Kira's guardian usually goes for a few PGems.
Consider having a Kelpie Snare on switch for your merc on boss fights, if the said boss gives you much trouble.
A note on FCR breakpoints: 63 FCR is the lowest you wanna cope with. 105 is good. FCR breakpoints is not only for dps or tele speed, it's also for safety: most monsters cannot land a hit you if you tele past them with 63+ FCR. This is part of why Wizzy is so godly for making your journey smoother despite the lack of +skills.

For the 105fcr, here is what I would suggest to maximise efficiency (assuming you don't have Tal Rasha armor/belt/amulet set):
Wizardspike (for resists and/or Mana) or Suicide Branch (if you need neither of the aforementioned)
35% fcr Spirit Monarch (not a % lower, might be difficult to make initially, but you could get lucky)
Magefist (going on the cheap) or Arachnid Mesh (best choice, +1 skills and 10% mf higher over using magefist, as well as ton of gold find).
Once you get your Tal armor/belt/amulet combo, you can simply wear it over what you have (and replace magefist with Chance guards if you are using) and you will still keep your 105% fcr with tals, wizzy and spirit.
