Not only new to Diablo, new to this kind of game - more the strategy gamer. I am playing single game and can not get past belial. I have played as a barbarian and wizard and keep getting killed at that point. Before I try another type I wanted to ask which class other single players feel has highest probability to defeat belial. Realize ultimately it is on me but feel that some class might have more intrinsic advantages .

Hey I'll take a crack at this.
I play a wiz and when I took down Belial I was around level 20 or so. So tips..
He forecasts all of his big smashes, except for his breath, so it should be relatively easy to avoid those. I used teleport to quickly dodge the bigger hits he throws, and I ran to the far corners of the platform when he did his toxin breath. This ensured that I at least didn't get stuck in the middle of the platform and get smashed and then spit on right after one another. Try to use arcane orb a lot as you dodge his forecasted attacks. It might take more time, but if you focus 1) on staying alive, then 2) doing damage, you will have a higher probability of taking him down.
You can definitely knock him out as a wiz. But please let me know if you have any other questions.

Dont' give up, Belial killed me like 20 times when I first encountered him :(
You should concentrate on side stepping the green circles when he put both fists down on the ledge. His other attcks are not very damaging so thats the time to attack.
If you are Wizard try to use Diamond Skin to help absorb some of the damage.
I beat him with two barbs , they were 22 or something at a time, other than that - more hp the better and organize your skills correctly for him - i think i used frenzy, revenge with crit rune, ignore pain, call of the ancients and earthquake. And ofc save those big CD skills until he transforms.

Yup, as fmulder said, don't even try to do DPS when the green circles appear, just focus all your effort into dodging them. When they're gone, attack again. When they're back up, hold off the attacks and dodge circles.
The fight might take longer that way, but you stay alive through it.

His arms one-shot my lvl 54 DH with 41k hp in Hell... I re-rolled a Wizard after running out of gold, but after fightning him with the Wiz in Nm and suffering 5 deaths, I'm not sure I'll fare any better in Hell. I can dodge the explosions just fine; it's his arms that kill me every time. I dodge the green circles that indicate where they land, but they still hit me sometimes, and one time = death. At least when they both land on me. Maybe I could run to the edge and just take a one-arm slap... Didn't try that yet. Too bad I already sold my DHs gear on the AH. That's what you get for being impatient, lol. Can't wait for Inferno... -,-
In all my fights against him, I find that running to the edge does give you more room to dodge the green circles. Again, whether you're melee or ranged, don't even think about hitting when he gets in that phase, just focus on staying away from the circles and keep moving. I know it's easy to think "Oh, I can get a hit in now", but start shooting or swinging at him in the green circle phase, and you get a guaranteed slap from his arms because you stand still for too long (even for just a second).

I have had a hard time with Belial as well. Hardest of anything in the game for me. I died many times in NM getting past him, the time I did beat him, my Templar actually landed the death blow while I was running to the corner trying to get away! It was a very ugly victory, but I am not going for looks.
Belial was my first mass-death place lol. It took me some time learning to dodge the green pools, but after you get the hang of it, it's easier. At some stage he starts spamming those pools and you just have to keep running to side-step them. After they're gone, you can go back to hack and slash.
