Okay I have tested this numerous times. I even tried relogging and putting the Tribal Rites passive on a different passive slot to see if it helped. It doesn't. Here is the issue:
Tribal Rites Passive. This is what the text says it does in game: The cool downs of your Fetish Army, Big Bad Voodoo, and Hex abilities are reduced by 25%.
For those who don't know, the cool down on Big Bad Voodoo and Fetish army are both 120 seconds. This means the 25% cool down reduction should reduce both of these abilities to around 90 seconds cool down, rather than 120. The problem is, it doesn't. When I have Tribal Rites Passive on, I will cast both Big Bad Voodoo and Fetish army at the same time, but only Big Bad Voodoo is affected by the cool down reduction.

These passives that don't do what they say really need to be fixed. There are actually quite a few of them. If you can, reply in that thread or open your own support ticket about passives on the Diablo3.com forums to bring this to the attention of Blizzard.
