tried finding a shield like that dont know what you mean by "cheap" the only 28% block and 3700+block amount shields i found with ONLY thos emods wer like 90l on europe

You have to search a lot. People don't price shields very well since they are hard to search, but that also means you need to put effort into searching them. Put a minimum +5% block filter, sort by armor, and look at all sacred shields that have 1d11h or 1d12h left on the auction. Once you reach low enough armor value you can't find any more sacred shields, which is when you know you're done searching. If you didn't find anything, try again later. You'll find one eventually. While looking for my own shield upgraded I've bought and resold 3 for a decent profit.
