Poison damage from a weapon only applies to Active skills which use the weapon. For instance, a barbarian's Cleave would apply the poison damage.
I do not think Bad Medicine will trigger with any of the Witch Doctor's non-poison skills because none of them require him to use his weapon. None of his skills use his weapon in the animation. He is never physically hitting an enemy, it is always his spell that hits the enemy.
This, of course, must be tested, but I am sure that this is the case. I have a weapon with fire damage and the fire effect is never present on the enemy unless I unbind a skill from mouse 1 and start using regular attack.
This is because the WD's spells all have elemental attributes assigned to them which overwrite the elemental effect on your weapon. All of his skills say the damage type within the skill description: "as fire," or "as poison," or "as arcane," or "as physical."
- Barbarian's skills usually have descriptions which only include the % weapon damage, with no damage type listed, thus the elemental effects are applied.

Thanks for this pcguy, you make an excellent point about skill wording that I thought I had paid enough attention to. I'll have to go back through the class and re-read the skills now to fully understand them after you bringing that little wording point up.
If a skill states a damage type then all damage via that skill is that damage type. IE poison dart says 100% as poison any cold fire or lightingon weapon is converted to poison as well as the physical.
