Defense +armor% affix not implemented ?

has anyone come across the affix that is supposed to grant +armor% to the given armor piece ?

for example: Defense VII

Bastion

+(250-300)% Armor

I've finished nightmare and haven't seen anything with it.

Yeah seems like they have used only +XXX armor type. It could also be reserved for only very high level items, I've been farming Inferno Act 1 and haven't seen it either.
