Clvl V. Mlvl XP

So I am a level 32 Wizard, just finished Normal mode HC. I remember in D2 that any monster you killed would grant you 1xp no matter what level you were. I started back on A1 normal just to clear some other events and such / get gear for other characters and noticed that none of the monsters are giving xp anymore. I was just curious if anyone has done any testing on this to see what the level gap for xp is now? 20 levels?? 8 levels?

EDIT: @Clvl 32, Mlvl 23, I get 3xp...but that is assuming that the guide has the correct Mlvl. I say this because I am testing on demonic hellflyers which the guide says are Mlvl 23... Demonic Troopers are Mlvl 23 in the guide also but get me no xp... I am assuming the level gap is (9) and that the Demonic Trooper monster is actually Mlvl 22, as are the fallen shaman which also give no xp. 9 would make sense... cut off is 10.

P.S. I did try with +XP gear (with and without) no change at the 9 lvl gap... not sure when the +xp kicks in off of items...maybe I'll test that later

Currently a lvl gap of 19 is netting me nothing....gonna keep testing...updates soon.

Level gap of 12 nets me nothing either. Heading to A3.

How do you guys find out the mlvl of mobs?

I just hit lvl 40 in nightmare act2 and i had a feeling like monsters became much weaker. Now I need like 1-2 sweeps to kill a low mob instead of 3-4. May this be caused by me surpassing the mlvl in that area?
It felt like a huge difference.
