Won't be reaching level 95 for a while yet and I wondered how many pskull rerolls I might get on the level 99 rare amulet currently residing in my stash?

None at all, assuming that you want to have an ilvl 90 amulet for having a chance on +2 skills.

Even at charlevel 99, a Baal amulet will have a new ilvl of only 78 (0.4*ilvl + 0.4*charlvl) when applying the pskulls recipe.

At L95, all gambled amulets will have a chance on +2 skills.
