I cannot reach the site from home

My home's internet connection cannot reach the site. Tracert/ping is successful but I cant reach the site. The only way I can reach the site is through the use of proxies. It my ip was blacklisted? I tried power cycling everything to get a new ip and it didnt help. I am currently using my phone's (slow) connection to type this up. I tried asking for help in the IRC channel but no one could help me there.
