Useful, sure, but not needed.
I was thinking if you wanted to level all 5 classes to 60, you may not want to grind through all 3 lesser difficulties with each class.
Plus, it does matter a lot on Hardcore if losing a level 60 doesn't take long to re-level. Hopefully the XP penalty is enough to make this a useless way of rushing.
I'm not going to rush any char.
I'll go through the game at least 5x3 times just because
1) 60 levels are nothing
2) I can actually use all the low items I find for salvaging and leveling the blacksmith. Also gold.
It absolutely is. Even in the beta, where leveling was extremely quick under normal circumstances, joining much higher level characters was a much worse way to get XP. Quest XP isn't affected by the penalty, but relying only on quest XP will make your journey towards level 60 much longer.
How do you know that?
Is there a penalty for playing with high level characters, or just a penalty for killing mobs way above your level?
Example:
Level 1 player and level 60 player. The 60 kill a level 1 monster in proximity to the level 1 player. Does level 1 get full XP from this kill? What if the level 1 kills it?

You can see how the penalty works in solo play there. The party penalty is still not well understood however, but presumably it's added on top of the solo penalty.
