Interesting news, but what I gather from this post is that bids could potentially go higher in auction style sales.What’s the minimum and maximum bid I can set for an item?
In the real-money auction house, the minimum you can list an item for is €1.25 EUR (or equivalent local currency). The maximum you can set is €250 EUR.

Looks like 3rd party sites will thrive after all if they give better rates than blizzard, which is now not hard to do !

PayPal will not charge any fees for transfers to them. You'll pay a 15% transfer fee to move any funds to your PayPal account, and then whatever you do with the money after that is between you and them. But the transfer to PayPal is 15%, and that's it.
There really isn't any wiggle room is that statement from Bashiok unless they flip flop on it. No paypal charge.

Did anyone really BELIEVED that Blizz will get ONLY 1.25$ for a 200$ item SOLD, while being happy with 15% from a 5$ gold sale?
The 1$ + 15% changes nothing in bad, but in good.
Firstly, there will be NO CHEAP **** in RMAH, and the new 1$ + 15% fees for items is GOOD :
1.1.25$ fixed fee previously for 15$ sale = 8,33%
1$ + 15 % now from a 15$ sale = 21,66%
2.1.25$ fixed fee for a 50$ sale = 2,5%
1$ + 15% now for a 50$ sale = 17%
As you can see, it might be better to sell the 15$ weapon in GAH then sell the gold in RMAH...but, you gonna get hit by both AH fees.
Meaning a higher price in GAH that covers both fees.
Also, the higher the value of an items, the better to sell it in RMAH.
As for the maximum set price of 250$...it means the bid price OR the buyout price, not bid AND buyout.So, a bid set to 250$ CAN be sold for 250$ or bigger...and blizz expects that (read the whole FAQ).
Of course where Bashiok says there are no additional paypal fees the FAQ hedges it's bets and says
Note that sending proceeds to PayPal will be subject to an additional 15% transfer fee if the auction succeeds, calculated based on the amount being transferred. Note that additional fees from PayPal may apply.

There is no PayPal fees, there never was a PayPal fee. Transfering money is free with PayPal. Only the PayPal "sellers" (ie: Ebay for example) have fees. All Blizzard is doing is transferring money to you.
Now as for the 15%, it is pretty steep. I knew they would do a % base on sales, however I didn't think it would be over 10%. My guess was 10% fee with a min. of $1.25. As for max purchase you can purchase items over $250 (as long as you have a source like PayPal linked to your account), the payment will be taken directly from your PayPal source and not Blizz balance.
