    False. PayPal charges you when you receive money transactions from other PayPal users. They may not charge you with this, as they may view it more like loading your account, but if someone transfers money to you, there is a 2.9% fee + $.30.     Some people say:

    Diablo 3 is exluded from the normal paypal fees, Blizzard have done some sort of deal with them so the 15% cash out fee covers everything. There are no additional paypal fees.

    This is what we have been told from blizzard sources.

    So we still do not know for certain if its just 15% cashout or 15% cashout + paypal fee's.

    You're not recieving a "payment". Paypal is not acting as a payment procesor for you. Blizzard handles the entire transaction, they just send you some money via Paypal afterwards. You are receiving a transfer from Blizzard. There is a Bashiok post on the froum that says after the 15% fee there is no additional cost related to paypal. The FAQ seems to hedge it's bets, there is plenty of opportunity for Paypal to charge you for something, but it will not be for receiving payments. You are not a "seller", you are not selling anything through Paypal.

    I fully expect Blizzard is paying the "Small fee of 0.5% to 2% (depends on destination) when fully funded with bank account or PayPal balance." for transerfing outside the US in some cases. That cost is to Blizzard and will be part of what makes up the 15% they charge to send money to you through Paypal.

    PayPal will not charge any fees for transfers to them. You'll pay a 15% transfer fee to move any funds to your PayPal account, and then whatever you do with the money after that is between you and them. But the transfer to PayPal is 15%, and that's it.
