I bet it will affect both of your weapons. Otherwise Weapons Master will always be worse with dual-wielding compared to using with two-handers.
It affects both weapons when using WMMW at least, regardless of offhand weapon type. I think it is very safe to say offhand weapons isn't any issue here!
Superstate, did you ever find out how fury gen will work with MW and WW? I'm more interested in the 2H weapons with it. Will we only get 3 fury per attack, or will we get it per hit (up to a couple monsters hit a second?)
In the beta it was hugely overpowered with each hit (each monster) yielding fury, even on spenders.

We can't really know if this is the behavior on retail though. If it remains the same, WMMW is by far the most powerful passive for any build using some kind of spender.
You know, it sounds stupid, but I never thought about gaining fury off of a spender. I just assumed it didn't work like that. If you think about it like that, then there's absolutely no way that they'll have it like we're thinking. The problem is how else can they do it? We only gain 3 fury for a whole channel of WW? Then that's completely under powered. 3 fury a second? Decent, but probably not worth wasting a passive point on it.
I'm interested to see how it works. Has anyone that can actually post on the official forums asked this question? Seems like something that should be cleared up.

My guess is these on hit effects will work per hit (duh), but they won't always grant you their full benefit depending with certain skills. Their bonus may also be normalized for weapon speeds, although that's unlikely.
