I was listening to the Blizzcast, and at the very end they talk about the Secret Cow level.
From about 10:22 he talks about a skeleton of the Cow king, and then he teases and say; maybe we will have to cut it for a lack of interest. Implying that the cow level is actually in. The interviewer then mentions having to find it ourselves.
Secret Cow level is in I dare say.

I don't think they are going to have anything like the cow level, the developer was being sarcastic. They are going to have so much more stuff to do, and with how they have the match making system, making a game for cows and for people to join would be almost impossible.
Im not sure why you think it would be 'near impossible' to have a cow level, It really wouldn't be that hard to implement. Personally I think they will have some sort of similar gimmick level within the game seeing as how the cow level was one of the most talked about features of D2.

How was the cow level revealed in D2? It seems odd someone would happen to have wirt's leg and tomb of town portal in the cube THEN click the transmute button by accident.
Probably in the game guide or something like that, since the interwebs was still young.
I know one thing, if I find any cows in the game I am going to click on them like 40 billion times!
I predict zombie cow level, since he said "laying restless in his grave" and zombies are the new craze like vampires once were/are, because of The Walking Dead.
