Cull the Weak and Weapons with Chilling Effect

    3 facts:

    1) A lot of DH skill cause weapon damage of unspecified type (Hungering Arrow, Strafe, Impale, Multishot, Vault with Action Shot and some more).
    2) If you have weapons with added cold damage, these skills will cause their targets become "chilled".
    3) Cull the Weak passive increases damage against slowed targets by 15%.

Now, I guess "chilled" stuff is also slowed for all intents and purposes, does that mean that CtW is potentially a much more powerful passive than many may think?

Also, it kinda devalues Entangling Shot in my eyes anyway, basically you can do the same thing with Hungering Arrow and Hizzy of Winter/Whatever of Winter, but do twice the damage on average.

Anyone knows if "chilled" is also considered "slowed" for all intents and purposes?

I know that the chill effect triggers a "snared" popup on the monsters just as any true slow skill does. Judging by that, it would seem very likely you're correct.

Another thing to consider... Apart from whether or not enemies chilled by cold damage are considered to be slowed, in D2, there were a few uniques that had the attribute "hit slows target." It is plausible that such an item exists in D3 as well.
