Yes, this will max out D3 easily. Even with only one of those video cards.

Decent specs. The question is if you care about minimal fps, at most demanding points of the game - this is still unknown, how final game engine will run, how much better will the optimize it vs betta.
But overall your specs are well above recommended ones.
