What can the high council drop?

I didn't know that scourges can drop from high council but apparently they can ( TC 78 ).

Stormlash is ilvl 86. The council members are level 85 and the 3 bosses are level 88.
So can they drop stormlash? What about Arachnid mesh? How does this work?

Edit: I do know they can drop Andariel's visage ( cause I got one from them ). Andariel's visage is ilvl 85.

The Council in Travincal are all mlvl85 so they can't drop Stormlash. The ones in Durance 3 are mlvl86 however and can drop it, just with very terrible odds. Arachnid Mesh is qlvl87 so neither can drop it.

But the grand charms I get from travincal are sometimes ilvl 88. So what's up with that?
I was under the impression that minions were 85 and the three dudes are 88.

Minions have the same level as their bosses which is 85 for Councils in Travincal (area level 82 BTW). Maybe you confuse things with finds from Councils in Baal wave 3? They are L88...
