It's already been confirmed (or I supposed semi-confirmed since things could always change in retail) that there are items which reduce the CD of certain spells - we don't know how much we'll be able to stack up such effects, though. I think it's unlikely that any CD reduction is going to be major - it'll probably be an powerful bonus at best, but not one which is so good that we'll be able to actually make a build around.
