This is an incredibly hard question to find an answer to. The most recent info I've been able to find was from 2011 before the DH overhaul, when it was 100/30. Is this number still accurate?
Wasn't it 100/35, with regeneration rates of 12.5 hatred/sec and 1 disc/sec? This is just from memory, though I do remember it was discussed somewhere around here in the past...
Snerra is right, without items and passives your base Hatred / Discipline pool is 125 / 30, with a regen of 4 / 1 per second.
With items at level 60, you can increase your Hatred regen to potentially 8 / sec and your maximum Discipline to 75. Your Hatred pool and Discipline regen cannot be modified with items.
However, with the Vengeance passive it's possible to increase your maximum Hatred by 25.
What this means is that you can sustain a Hatred / Discipline pool of 150 / 75 and a regen of 8 / 1 per second.
You can increase these numbers further for a limited duration with certain active effects.
Is this right? No hatred bonuses or regen bonuses. i never looked. I thought the pool went up a couple of ticks at level up. goddammit. my mind just got blown. perhaps i won't be going DH. glad and mad i read this.
I think only the WD has mana increase per level, and I'm not even 100% sure about that. Arcane power, fury, spirit, hatred and discipline are all fixed value regardless of level, and can only be affected by items/skills/passives. If skill costs don't go up, obviously this doesn't actually matter. This is actually a good thing, in fact, unlike in D2 where at early levels you can't use any abilities and at higher levels you can spam them at will - In D3 you can use abilities in the same manner regardless of level, and what changes as you level up is the number of possible builds you can use.
