So, did he get new attack in patch 16, or is it just me ?

yea it's new. they are like freezing grenades

I think this is the new attack for all Frozen Elites. Previously they exploded on death, freezing players in their vicinity. This new ability will probably make Frozen a more dangerous Elite mod for ranged attackers.
