Is this skill affected in any way by Lighting Mastery, such as by reducing monster's HP more quickly (in fewer casts)? Thanks!

Nope, LM doesn't affect Static damage in any way. Resists do though, so you can increase its damage by using Conviction, Lower Resist or equipping -x% To Enemy Lightning Resistance to reduce enemy resist.
