Immolation Arrow?

I haven't played for a long time and was wondering if there is a viable build that focuses on Immolation Arrow?
I've always thought it was stylish in combination with pierce but the time delay really kills it..

You can make it, it's not very effective in any way though.
I'd imagine the build going something like this

Phoenix/HOJ in +3 GMB
Chains of Honor/Dragon
