Fastest walking character - without using teleport

Im thinking of making a very, very fast character.
I would utilize mass 3frw charms, perhaps even 5frw charms.
But what char should I build that could?
One option would be to make the char viable - trang oul necro comes to my mind, or some kind of a trapper
or which char would simply be the fastest by utilizing skills (palladin has vigor, assasin has that skill)? - please note that I do not want to use frenzy.

*Also don't forget that slapping Harmony on a bow merc will grant you Vigor. That could work quite nicely with a Trang poison nec I think. Like the posts CDM points to explains, skill-based FRW is much more effective than that from equipment so aim to make use of stuff like Vigor, Burst of Speed, Feral Rage and/or a barb's Increased Speed.

I've given this a good bit of thought over the years. The single fastest character is:

Assassin using burst of speed. Gear looks like this:

Harmony bow
Enigma
Frw circlet
Cat's eye amulet
Aldur's boots
M'avina's belt
9x shadow grand charms with frw
10x frw small charms

Keep a widowmaker on switch and max out venom for a bowasin. For comparison, this character runs at around 13.63 yards per second; a paladin with high level vigor charges at 13.05.

only char that comes to mind that uses a lot of frw, and is actually viable is a bow amazon.

check that guide if you want to make one. i havent played any other kind of char with lots frw but let me tell you this, they maybe fun to play but they're not really viable in serious pvp situations.

I have to disagree with this; a bowazon built correctly is very much viable for serious pvp. They aren't great in pubs since they can't gear for any particular opponent, but they can do quite well in gm 1v1 and team duels. Sadly, very few people actually build their zons well, so most people end up thinking bowas are a joke.

I take the opportunity to combine frw and zons here; in pvp what's the desirable amount? I'm bit over 130 and find it lacking. Big girls in duel games had 150.

Most of the zons I've asked (the ones that are actually difficult to duel) seem to prefer 150+.

Not even close to as fast as a frenzy barb with similar gear (I know the OP doesn't want a frenzy barb, but just as a point of fact). You can get up to 24 yards/sec, admittedly having to charge up frenzy is annoying, but that's the "the single fastest" character. The 'sin is the fastest sustained (no charge up) runner though.
